It appears that the Scott Harper ( Donate , Web ) campaign against IL-13's Judy Biggert is getting some notice by the DCCC. According to Mose Buchele over at Progress Illinois , the DCCC has added IL-13 as a "Targeted Republican" in their Illinois List.
