UPDATED AT 1:19 P.M. -- Detroit Mayor Kwame Kilpatrick must stay on an electronic tether. 36th District Court Judge Ronald Giles clarified just moments ago in a written order that Kilpatrick must remain on tether, despite a ruling earlier today from another judge, Giles' clerk Juanita Newsome told the Free Press.
