Matt Eddy reports that Rays minor league free agent LHP Heath Phillips has signed a minor league contract with the Kansas City Royals with an invite to Major League Spring Training. Phillips began 2008 with the Scranton/Wilkes-Barre Yankees (AAA) until his release on July 19th.
