Baytown City Council is expected to confirm Keith Dougherty's selection as police chief , Thursday May 8. The council meets at 6:30 p.m. at City Hall, 2401 Market St. Dougherty has been interim chief since Feb. 1, following the retirement of former police Chief Byron Jones.
