Rangers Place Rissmiller and Arnason on Waivers

For the second time during his tenure with the Rangers, Patrick Rissmiller has been placed on waivers by the Rangers, per TSN....assuming no one is going to claim him at $1 million per and he'll be headed to Hartford.
