IT WAS bound to happen. After a horrid start, injuries to two of their top young defensemen, and back-to-back losses, the Flyers made a move yesterday to shore up their sagging defense. They sent forward Steve Downie and defenseman Steve Eminger to Tampa Bay for 24-year-old defenseman Matt Carle and a third-round draft pick.
