Such a body, able to suggest and comment on legislation but not competing with or overseeing the elected parliament, could be in the form of a senate, sitting possibly in the Calton Hill building which was originally intended for the parliament. Senators could be appointed both as an honour to them and so as to make their experience and ideas available for the benefit of the whole community....
