PORTLAND, Ore. Democrat Jeff Merkley has ousted Republican Sen. Gordon H. Smith, a victory once considered unlikely against an incumbent who had highlighted his efforts to work across the aisle in hopes of surviving a wave of anti-GOP sentiment.
