It's been a tumultuous first year in office for Yeadon Councilman Terry McGirth. And that's putting it mildly. In August, the Delaware County borough's finance director, Terri Vaughn, filed a complaint with the state Human Relations Commission accusing McGirth of sexual harassment.

A Yeadon Borough councilman narrowly escaped being escorted from a Chester County courtroom in shackles yesterday. Terry Allen McGirth, 53, appeared for a probation violation hearing before Judge William P. Mahon, who was dismayed to learn that McGirth had made scant progress in paying more than $100,000 in restitution from a 2003 theft case.
