JEFFERSON CITY | Sweeping drunken-driving legislation announced Wednesday could introduce a new number into the minds of Missouri’s driving public: 0.15. Proposals outlined by Gov. Jay Nixon would make refusing a blood-alcohol test a crime and would throw drivers who register over 0.15 percent into state courts and subject them to steeper penalties.
