Republican, Peter A. Koo a 57-year-old millionaire pharmacist, according to the New York Times defeated his Democratic rival, Yen S. Chou, who runs a tutoring center, by 49.6 percent to 44.7 percent, in the 20th Council District, which includes Flushing. Mr. Koo will succeed John C.
