Royal, a sitting city councilman from District 9, will serve as Birmingham’s mayor until voters elect someone to finish out the final two years of Larry Langford’s term in a special election Dec. 8. Langford, elected mayor in 2007, was stripped of his office after being found guilty on federal bribery charges in late October.
