The board met Oct. 13, and Kenneth Lang Jr., who lived in the house with the dogs, was there, city spokeswoman Mary Laundroche said. She said the property owners -- Lang's parents living in Florida -- have 20 days from the hearing to appeal the decision in Wayne County Circuit Court.
