Shopping cart incident leads to DWI charge

A Rochester man faces a drunken driving charge after he and his passenger held onto shopping carts outside the window as he drove down the road, Oneida city police said. Michael Tarr, 21, was driving at about 2:20 a.m. Friday on Lenox Avenue when the incident happened, police said.
