IFS calls for 'honest' forecasting

Robert Chote, the Institute's director, said the Conservatives' suggestion of an Office of Budget Responsibility (OBR), which would work in parallel with the Treasury, would be one possible solution. He said an independent body would help to keep the Government's borrowing costs low by providing a credible path for the public finances.
