Hank, RPA is BTI's fiscal sponsor (a common and legitimate arrangement for small non-profits), not a funder. BTI's founding and still major funder is Nathan Cummings. Per Anna Haynes they have a second, much smaller grant from Rachel Pritzker just now, I would guess for their next gen project, but basically NC owns them completely. There may be a slightly deeper game going on here EPA-wise. The extent to which the ultimate climate change bill can be sold as something more than the bandaid it's bound to be (although don't get me wrong -- the important thing now is to *start*) will have a lot to do with whether Congress includes taking away the President's ability to do other stuff under the CO2 endangerment finding.
