Volkswagen AG chose Chattanooga, Tenn., as the site of its U.S. factory Tuesday, passing over bids by Alabama and Michigan for the $1-billion project. Volkswagen said the plant it plans to launch by 2011 will produce 150,000 vehicles a year at first and employ 2,000 workers, with a new midsize sedan as its first product.
