KANSAS CITY, Mo. - A Kansas City man who left his wallet on the counter of a bank he was robbing has pleaded guilty in federal court. Albert Perkins, 40, admitted Thursday that he stole more than $3,100 from First Federal Bank in Kansas City on May 7. Prosecutors said that after he ordered a teller to give him all the $100 bills, he placed his wallet on the counter and handed her a plastic bag.

TOPEKA | The cost of room and board at Kansas’ public universities is inching up, even as tuition increases and state funding for higher education drops. The Kansas Board of Regents on Thursday tentatively approved increases in the cost of campus housing and cafeterias. A final vote is expected next month.

According to the latest hotels.com Hotel Price Index (HPI), Chicago, Illinois had the third largest drop in hotel rates with a 22% fall, despite having the eighth highest hotel rates among US cities in the first half of 2009. Illinois had the sixth highest rates among the states, while other Midwest states including North Dakota, Kansas and Oklahoma were among the nation’s least expensive states in
