In a recent survey, Highland Village police estimated 9 percent of drivers in school zones were using hand-held phones. However, police have no record of accidents in school zones linked to drivers using phones. The city expects to pay $2,100 for signage. Several other cities, including Dallas and neighboring Flower Mound, have approved similar laws.

Denton County sheriff's deputies arrested 32-year-old Spencer Page on Tuesday. Page remained in the Denton County Jail on Tuesday evening on a $10,000 bond. A jail official said there was no record indicating whether Page has a lawyer.

Initially, the park won't have much – just a garden and some trees. The town has a three-phase plan for the park that would cost an estimated $1.83 million. The plan includes a pond, walking trails, gardens, gazebo, fountain, a new building, a covered pedestrian bridge over the pond and an equestrian trailhead. Funding for the first stage could come as soon as this fall.
