The Highland Village Fire Department reached full staffing levels when three new employees started Monday. The department will now be able to schedule five people on each of the three shifts. The department now provides emergency medical services and fire protection with a paid professional staff 24 hours a day year-round.

Cities and school districts are saving millions in building costs because the slump in commercial construction has created a more competitive bidding market and reduced the cost of materials, such as concrete.
