Bellaire City Council members on Monday got a glimpse of a proposed spending plan for fiscal year 2009, which sets aside $2.4 million for a five-year capital improvement plan and a vehicle, equipment and technology fund. The proposed operating budget includes nearly $30 million in expenditures, up less than 1 percent from last year.

A Union Station Metrolink train bound from Ventura (route 106) struck and killed a person this morning after shortly before 8:15 a.m. It reportedly happened at Raymer St. and Bellaire Ave. in the North Hollywood area near where the 170 Freeway meets Sherman Way, according to alerts sent out by the Los Angeles Fire Department. Both sides of the track were shut down for an investigation.

It may sound odd, but it was a stroke of luck when Gerald Tobola was laid off from his longtime job in the Texas Medical Center in 2003. Not able to find work afterward, he followed his dream to create art out of copper and now is a full-time artist and gallery owner in Round Top.

Members of the St. Thomas High School Class of 1958 fervently believed their school should have a mascot, so they raised funds for the design and production of the nearly 6-foot Fiberglass “Tom Eagle,” which they introduced to cheering fans at a stadium event at the beginning of their senior year.

The recreation center at Texas Southern University is a busy place this summer, with about 20 youths ages 9-14 working up a sweat participating in the Houston Triathlon Summer Camp. The campers are from Achieve Houston, a program that helps underprivileged youths learn about healthy activities and exercise skills by competing in the triathlon.

The Upper Kirby District's project to improve drainage and reduce flooding initially entailed widening Kirby from 68 feet curb-to-curb to 80 feet; installing a raised median for left turns and pedestrian crossings; pedestrian improvements including space for trees, benches and sidewalks back of the curb; and burying utility lines underground.
